The UAE Ministry of Education (MoE) has introduced a comprehensive set of safety and operational standards for schools across the country. Central to these new directives is the requirement for institutions to install both internal and external surveillance cameras, ensuring they are positioned in a manner that respects student privacy. Beyond monitoring, schools must ensure that all physical infrastructure—including walls, ceilings, and floors—remains free of defects, while corridors and stairwells must be maintained to allow for safe, unobstructed movement.
Facility safety extends to electrical systems and general maintenance. The Ministry mandates that all electrical connections be properly insulated and kept strictly out of students’ reach. Offices must remain free of unauthorized electrical devices, and cleaning supplies must be stored in secure, closed areas. Furthermore, schools are required to implement formal visitor management systems to verify identities and track attendance. The Ministry also emphasized the necessity of displaying clear instructional and identification signage throughout the premises and ensuring that all buildings remain accessible and suitable for people of determination.
Transportation regulations have been tightened to align with current legislation. Schools must ensure that all bus drivers and supervisors hold the necessary permits for their roles in accordance with the requirements of each specific emirate. Additionally, institutions are required to maintain clear, daily monitoring procedures for students using school transport. The Ministry also affirmed that schools must maintain a sufficient supply of first aid kits within both the school buildings and on all buses to ensure student health and safety.
Regarding inclusive education, the Ministry stressed that schools must provide a qualified environment and supportive programs for students of determination. Policies aimed at excluding these students from registration are prohibited. Schools are required to employ qualified staff to support these students, maintain individual files containing progress reports and support plans, and ensure that data is updated in the Ministry’s electronic systems. Furthermore, schools must provide specialized exams tailored to the specific needs of these students.
Canteen operations are also subject to strict oversight. All food items sold must be approved by competent authorities, and canteens must be equipped with proper storage and display facilities to maintain required temperatures. To prevent overcrowding, schools must organize sales outlets effectively. Staff working in these areas must be licensed, trained in food safety, and equipped with appropriate personal protective equipment. Schools are required to keep daily samples of all food sold, maintain high standards of cleanliness, and display an approved price list in a prominent location.
Finally, the Ministry addressed student conduct and building usage. Schools must strictly adhere to approved student behavior management regulations, which include activating a behavior management committee, documenting its activities, and ensuring both students and parents are fully informed of the rules. The Ministry also mandated that school buildings be used exclusively for educational purposes; any alternative use requires prior official approval. Periodic maintenance must be conducted to ensure all facilities remain in compliance with approved building plans and safety policies.
