The United Arab Emirates has maintained its exemplary record with the International Atomic Energy Agency (IAEA), earning the “Broader Conclusion” in the 2024 Safeguards Implementation Report for the third year running. This is the IAEA’s highest assurance level and unequivocally affirms that all nuclear material declared by the UAE is dedicated to peaceful uses. This ongoing recognition highlights the UAE’s effective regulatory infrastructure, its transparent approach to nuclear activities, and its strict observance of global non-proliferation commitments.
To reach this “Broader Conclusion,” the IAEA relies on information the UAE provides through its non-proliferation agreements. This includes details about nuclear facilities, their operations, and reports on nuclear materials and related technologies. The UAE also provides additional information voluntarily. The IAEA then verifies this data through inspections, evaluations, and assessments, supplementing their findings with information from other sources, including open-source intelligence or reports from other parties.
As a result of the Broader Conclusion, the IAEA has commenced the implementation of “Integrated Safeguards,” in the UAE. This approach optimises verification efforts and allows for a reduction in inspection frequency, while maintaining high standards of oversight. The implementation of Integrated Safeguards not only reinforces international recognition of the UAE’s commitment to nuclear transparency but also delivers operational efficiencies for both FANR and its Licensees.
In 2021 the UAE marked a key step in strengthening its safeguards system and commitment to nuclear non-proliferation by completing the final part of its Subsidiary Arrangements with the IAEA, fulfilling all obligations under the Safeguards Agreement.
The UAE continued to implement its Safeguards Support Programme to the IAEA throughout 2024, providing knowledge, expertise, and resources to enhance the effectiveness and efficacy of IAEA safeguards.
